Download the checksum hadoop-X.Y.mds from Apache. Here you can find them accordingly: 32-bit winutils.exe. Download the release hadoop-X.Y. from a mirror site. This was the critical point for me, because I downloaded one version and did not work until I realized that there are 64-bits and 32-bits versions of this file. Seems in your Windows machine you are missing the winutil.exe.
